Le Premier Ministre, Jean-Michel Michel Sama Lukonde kyenge, a présidé Lundi 27 Mars 2023 en la grande salle des conférences du Ministère des Affaires Étrangères, la cérémonie de signature de l’Accord-cadre pour le lancement de l’étude de pré faisabilité de la Zone Économique spéciale dédiée au projet de chaîne de valeur des batteries et des véhicules électriques en RDC. La signature de cet accord-cadre s’est effectuée entre les Ministres sectoriels de la RDC notamment le Ministre des finances, des Mines, de l’Industrie et le Ministre Zambien du Commerce, des partenaires financiers, en présence du corps diplomatique et de quelques membres du Gouvernement.
L’étude de préfaisabilité qui va être réalisée dans le cadre de ce projet permettra de concevoir un plan d’exécution et un modèle opérationnel pour la création et l’exploitation de la ZES transfrontalière, identifier les principaux défis à relever afin de faciliter la création et l’exploitation de la ZES transfrontalière, élaborer un plan de financement et des stratégies de mobilisation de fonds,et concevoir une stratégie de promotion des investissements dédiés à la ZES transfrontalière.
Après avoir suivi à tour de rôle les discours des différents intervenants dans ce projet, le Premier Ministre a salué à sa sa juste valeur cet important projet qui s’inscrit dans la vision de développement portée par les deux Chefs d’État, en l’occurrence, le Président Félix-Antoine Tshisekedi Tshilombo de la RDC et son homologue de la Zambie, Hakainde Hichilema.
« Ce projet doit être un exemple et un modèle non seulement dans le cadre de la coopération sud-sud, l’Afrique et tous les autres pays de la sous-région, mais surtout au niveau mondial sur le respect des demandes de différents pays de bénéficier de leurs ressources. Ici, la RDC qui regorge tous ces minéraux dont on a parlé (Cobalt, cuivre, lithium) veut bénéficier de ses ressources, en faire profiter à ses populations et surtout garantir le développement de notre pays. Et ici, nous avons mis tous les instruments en place. Nous avons mis ce système que nous voulions dans le Haut-Katanga, où c’était important que nous puissions développer nos propres intelligences du point de vue de développement non seulement des batteries, mais des véhicules électriques. Et nous avons voulu avoir cette Zone économique en partage avec la Zambie, pour que nous puissions avoir dans cette zone, ces chaînes de développement des batteries électriques. Nous avons voulu faire venir les partenaires qui sont intéressés pour voir ce projet se développer être avec nous comme c’est le cas aujourd’hui. Place à l’action et plein succès à ce projet que nous voulons voir réussir au bénéfice de la République démocratique du Congo et de la Zambie », a déclaré Jean-Michel Sama Lukonde.
Pour la petite histoire, en tant que Pays solution au regard de sa biodiversité et de ses minerais stratégiques qui entrent dans la fabrication des batteries électriques, des énergies renouvelables, des voitures électriques, la République Démocratique du Congo, à travers le Président de la République Félix Antoine Tshisekedi Tshilombo, s’est donnée comme ambition de développer une chaîne de valeur régionale autour de l’industrie des batteries électriques et des véhicules électriques.
Le processus de mise en œuvre de ladite chaîne a été déclenché et se poursuit depuis l’organisation de DRC Africa Business Forum, tenue à Kinshasa les 24 et le 25 Octobre 2021, sous le haut patronage du Président de la République, où il avait convié ses homologues de la Région dont les principaux producteurs des minerais qui entrent dans la fabrication des batteries et véhicules électriques entre autres le cobalt, le Nickel, le lithium, le Manganèse, le Graphite.
Lors de cette rencontre, les Chefs d’Etats et des représentants des Gouvernements africains présents avaient cogité sur la nécessité de développer une chaîne de valeur régionale autour de l’industrie des batteries, tout en produisant un cahier des charges clair pouvant contribuer significativement à la diversification de l’économie et à la valorisation des ressources africaines en Afrique et par les africains.
Pour mettre en œuvre cette industrie, la RDC et ses partenaires, CEA, AFC, AFFREXIMBANK, et BADEA, ont commandité une étude qui a été diligentée par le Bloomberg NEF sur le coût de production des précurseurs des batteries en République Démocratique du Congo, une étude indépendante basée sur la technologie MNC (Manganèse -Nickel-Cobal).
